What is a Visa on Arrival (VOA) for Bali?

what-is-a-visa-on-arrival-(voa)-for-bali

A Visa on Arrival, also known as a B1 Tourist Visa or Visit Visa, is a single-entry visa for foreign nationals who want to visit Indonesia for a variety of purposes, including tourism, business meetings, or transit.

This visa is a must-have for travelers from countries that don't have a visa-free agreement with Indonesia.

Duration and Extension

The VOA is valid for 30 days from your date of arrival and must be used within 90 days of its issuance.

The day you arrive and the day you depart are each counted as a full day. The good news is, your VOA can be extended once for an additional 30 days.

However, this extension must be processed at a local immigration office in Indonesia before your initial 30 days expire.

With the extension, your maximum stay is 60 days. After that, you must leave the country.

Eligible Countries for VOA

Citizens from 93 countries are currently eligible to apply for a VOA.

This list includes major nations like Australia, the United States, Canada, the United Kingdom, New Zealand, as well as a large number of countries in Europe and Asia.

You can find the full, up-to-date list on the official immigration visa application portal

Remember, the visa is based on your citizenship as listed in your passport, so always double-check the eligibility list.

Your passport must also have at least six months of validity remaining from your date of arrival.

How to Apply for a VOA to Bali

You have two convenient options for getting your VOA.

1. Applying On Arrival

This is the traditional method. Once you land at Ngurah Rai International Airport, you’ll head to the dedicated "Visa on Arrival" counter before joining the main immigration line.

Here's a quick rundown of the steps:

  • Prepare your travel documents: You’ll need your original passport (with at least 6 months of validity) and a return or onward ticket out of Indonesia.

  • Pay the fee: The official VOA fee is IDR 500,000. You can pay with Indonesian Rupiah (IDR) or major foreign currencies like USD, EUR, AUD, or GBP. Credit cards (Visa, Mastercard, JCB) are also accepted.

  • Receive your visa: The immigration officer will place a VOA sticker in your passport.

  • Proceed to immigration: Once you have your visa, you can join the regular line at the immigration counter to complete the entry process.

2. The Electronic VOA (e-VOA)

This is a fantastic option that helps you avoid long queues after a long flight. It allows you to get your visa sorted before you even leave home.

To know how to apply for Bali VOA online, you just need to follow these simple steps.

  • Visit the official website: Go to the official Indonesian Immigration website at https://evisa.imigrasi.go.id/. Be very careful to use only this official site to avoid scams.

  • Create an account: Register with your email and a password. You’ll receive a verification email that you must confirm within an hour.

  • Fill out the application: Log in to your account and complete the application form. You'll need to provide your personal details exactly as they appear in your passport, your travel dates, flight details, and your accommodation address in Bali.

  • Upload documents: Upload a clear image of your passport's biodata page and a recent color passport-style photo of yourself.

  • Pay the fee: Pay the IDR 500,000 fee using a credit card (Visa, Mastercard, or JCB). The payment must be completed within 120 minutes.

  • Receive your e-VOA: The eVisa (electronic visa) will be sent to your email as a PDF file. You can save this on your smartphone or print a hardcopy to show upon arrival.

All Indonesia Arrival Card: A New Mandatory Form

This is a crucial step that many tourists are still unaware of.

The All Indonesia Arrival Card is a mandatory digital declaration form that combines immigration, customs, and health declarations into one.

It’s important to note that this is not a replacement for your visa.

You can fill it out online at allindonesia.imigrasi.go.id or through the "All Indonesia" mobile app. The best time to complete this form is within 72 hours of your scheduled arrival.

Once you submit the form, you'll receive a QR code via email. This QR code will be scanned by immigration and customs officers at the airport, which speeds up your arrival process significantly.

Costs and the Tourist Levy

The official visa requirements for VOA (and e-VOA) are a flat fee of IDR 500,000. This is the only mandatory fee you'll pay to the Indonesian government for your visa.

In addition to your visa, all international tourists visiting Bali must pay a separate Tourist Levy of IDR 150,000.

This levy is a tax aimed at preserving Bali's culture and environment. It can be paid online via the "Love Bali" website or at dedicated counters upon arrival.

Extension and Overstay Penalty

The Bali VOA extension process is a bit of a hassle but it’s manageable.

To extend your visa for an additional 30 days, you must apply in person at a local immigration office, which often requires multiple visits and fingerprinting.

It’s highly recommended to start this process at least a week before your visa expires. The extension fee is IDR 500,000.

Be warned: overstaying your visa, even for a single day, is a serious offense.

  • Daily Fine: The penalty is IDR 1,000,000 (about US$65) per day for overstays less than 60 days.

  • Deportation and Blacklist: If you overstay by more than 60 days, you will face deportation, a fine, and can be blacklisted from entering Indonesia for a set period.

There is no negotiating these fines, so always keep an eye on your visa expiry date.

Quick Step-by-Step Checklist

Here's a simple checklist to keep you on track:

  1. Submit the All Indonesia Arrival Card within 72 hours before departure and save the QR code.

  2. Prepare your VOA or e-VOA: Apply online for an e-VOA or prepare to pay on arrival.

  3. Arrive in Bali, show your QR code, and get your visa processed.

  4. Extend your visa before the 30 days are up if you plan to stay longer.

  5. Pay the Tourist Levy and don't overstay!

Tips & Best Practices

  • Prepare Your Documents in Advance: Always have your passport (with >6 months validity), a return ticket, and digital copies of your passport and a photo ready, especially if you plan to use the visa application portal.

  • Apply for the e-VOA Early: To save time and avoid queues, apply for your e-VOA online from home a few days before your flight.

  • Stay Aware of Scams: Only use the official Indonesian government website for e-VOA and the All Indonesia Arrival Card.

  • Print Everything: While soft copies are usually fine, having a hard copy of your e-VOA and QR codes can be a lifesaver if your phone dies or you have connectivity issues.
