The temple is dedicated to Sang Hyang Widhi Wasa in His manifestation as Rudra, the God of Wind and Storms. The first is Mpu Kuturan. In the 11th century, this sage is widely credited with either laying the foundation or significantly expanding the temple structure. He is also known for establishing the Tri Kahyangan concept, which dictates the three main village temples fundamental to Balinese community life.

The temple's current glorious form, and its epithet Luhur (meaning 'heavenly' or 'ancestral'), is closely linked to Dang Hyang Nirartha. This other influential priest arrived in Bali in the 16th century. 

He is credited with introducing the Padmasana shrine, the empty lotus throne dedicated to Sang Hyang Widhi Wasa. Legend holds that Dang Hyang Nirartha attained moksha (the final release from the cycle of reincarnation) right here at the Uluwatu cliff-top temple, an event known locally as Ngeluhur ('to go up').

Access to the Holy Area (Tri Mandala)

As a sacred site, all visitors are required to wear a sarong (a wrap) and a selendang (sash) around the waist. These are provided at the entrance ticket booth. Additionally, observe local customs:

• Women who are menstruating are traditionally asked not to enter the temple grounds.
